【新唐人2012年3月30日讯】随着王立军事件引发的薄熙来倒台，民间对他们管治下的重庆，各种暗无天日的指控也接踵而来，今年北京〝两会〞期间，被重庆公安局秘密关押的重庆市人大代表张明渝，在接受本台记者采访时透露：王立军曾要求他作假供，并威胁撤销他的人大代表资格；张明渝还指出，王立军和薄熙来的后台势力强大。

今年中共〝两会〞期间，有人敲张明渝在北京的公寓大门，5名男子入内并亮明警察身份，而把张明渝带回重庆。张明渝被软禁在一处〝山庄〞，房间只有电视，他的手机被没收。直到14号人大闭幕，张明渝才被释放。

对方说：软禁他，是〝上头交代〞。

张明渝在接受《新唐人》采访时讲述了事件的始末：去年两会期间，张明渝将一份长达5000字的举报信，交到当时担任重庆市公安局局长的王立军手里。举报内容是关于另一位重庆市人大代表，也是〝西南证券〞董事长的翁振杰，受贿涉黑的材料。

张明渝：〝他（王立军）先是想把翁振杰给拿下，给抓起来，他想通过我在人大会上对翁振杰的举报造成声势，他好把翁振杰拿下，拿下以后，因为翁振杰涉及资金很多嘛，这样他打黑的工具就很显著，但是后来，他反而被翁振杰给买通了，后来他就想稳住我，让我不要去举报翁振杰。〞

有报导说，翁振杰到公安局接受调查那天，王立军亲自送他下楼上车。后来，王立军多次要求张明渝停止对翁的指控，同时发出威胁。

张明渝：〝他（王立军）说，翁振杰你在人大会上举报，一桶水就可以把他淹死了，你再去叫一阵水来的话，小心把自己也给淹死了；还有不要说'警察基金'的事情，就是翁振杰给他成立了1.5个亿'警察伤残基金'，最早翁振杰为了买通..为了给他一点表现，为了给他献媚，做的这么一个事。〞

张明渝不惧威胁，继续举报翁振杰。去年6、7月，他突然以〝污点证人〞的身份，被王立军抓捕，要求他作假供，来打压批评被王立军〝打黑〞的人。

张明渝：〝6、7月份的时候，王立军叫专案组的人把我拉到公安局的专案组去，场地都是翁振杰那边提供的， 把我抓进去，要我配合他们指证其他人，实际上他是说让我做污点证人，那我可以减轻或者被免于起诉。〞

当天张明渝在北京的朋友把他保了出来，第二天他连夜坐飞机逃离重庆。

今年1月重庆人大会时，王立军威胁撤销张明渝的人大代表资格。而且在人大会期间派情报高手监控他。

张明渝：〝1月份人大会的时候，王立军又和副局长，亲自训斥我，如果是，我这次人大会的时候再不听他们公安局，他们维稳、安保这块要求的话，那就是建议人大取消我的人大代表资格，然后我在开人大会的时候，一直有个记者跟着我，后面我打听这个人，实际上是一个情报高手。〞

《华尔街日报》27号报导，张明渝是重庆市人大代表，但这并不能妨止重庆警方在人大会期间把他抓捕。张明渝有证据证明王立军跟重庆市最大的金融公司黑社会头子串通一气，他价值7亿美元的公司被抢走。

张明渝指出，重庆的〝打黑〞运动之所以敢如此肆无忌惮，那是因为王立军和薄熙来的后台、也就是翁振杰的后台，势力非常强大，虽然当局有这个人的犯罪事实，但直到目前他仍然没有倒台。

Zhang Mingyu Forced to give Fake Testimony, Arrested During 'Two-Meetings'

With the Wang Lijun incident leading to the fall of Bo Xilai, many people who suffered injustices in Chongqing are starting to speak up. Chongqing National Congress representative Zhang Mingyu who was secretly detained by Chongqing police during 'Two-Meetings' told NTD, that Wang Lijun had asked him to give false testimony with threats to take away his position in the National Congress if he refused. He said that Wang Lijun and Bo Xilai have very powerful support.

During this year's 'Two-Meetings', someone knocked on the door of Zhang Mingyu's apartment in Beijing. Five policemen came in and took Zhang back to Chongqing.

He was detained in a room with only a TV and his cell phone was confiscated. He was not released until after 'Two-Meetings' ended on Feb 14.

Police told him they had detained him due to orders from higher up.

Zhang told NTD the entire story during an interview: explaining that he wrote a letter during last year's 'Two-Meetings' to former Chonqing chief of police Wang Lijun reporting the corruption of Chongqing National Congress representative Chairman of Southwest Securities Weng Zhenjie.

Zhang Mingyu says, "He (Wang Lijun) wanted to take out Weng Zhenjie, to arrest Weng. He wanted me to report on him during the National Congress, he also wanted me to take out Weng Zhenjie; because Weng had embezzled a lot of money, so to take him out would have shown the effectiveness of the fight black campaign. However, later he (Wang Lijun) was bought out by Weng Zhenjie. Later he (Wang Lijun) wanted to stop me, told me not to report Weng ."

It's been reported that, on the day that Weng Zhenjie went to the police office to accept the investigation, Wang Lijun personally took Weng to the car. Later, Wang Lijun repeatedly told Zhang to stop reporting Weng, he even threatened Zhang Mingyu.

Zhang Mingyu says, "He (Wang Lijun) said, you reported Weng Zhengjie during the National Congress almost drowned him. If you go to report again, be careful you don't get drowned too. Also don't talk about the Police Fund, (that's a 150 million Police Disability Fund that Weng had created to bribe Wang Lijun.) To flatter Wang, he had even gone that far."

Zhang Mingyu didn't back down and continued to report Weng Zhengjie. In June, July of last year, Zhang was suddenly arrested by Wang Lijun. Wang urged him to give false testimonies, to persecute those who criticized Wang Lijun's fight black campaign.

Zhang Mingyu says that, "Around June, July, Wang Lijun told people from the special task force to arrest me, even the location was provided by Weng Zhengjie, for my arrest, Weng told me to collaborate with them. They told me to give false testimonies, so that I could reduce or even have the charges against me dropped."

Zhang Mingyu's friend in Beijing bailed him out on that day, he flew out of Chongqing the next day.

During January of this year, Wang Lijun threatened to remove Zhang Mingyu from his position in the National Congress. Wang also hired experts to spy on and monitor Zhang during the meetings.

Zhang goes on, "During the meetings in January, Wang Lijun and deputy chief He Wenzuo, personally rebuked me. If I still don't listen to the police department during this year's 'Two-Meetings', and if I don't listen to their requests, then they will propose to have me removed from my position in the National Congress. During the meetings, there was a reporter that always followed me around, later I found out that this person was an intelligence expert."

On March 27, the Wall Street Journal reported the fact that, Zhang Mingyu is a Chongqing National Congress representative, but this still can't stop Chongqing police from arresting him during 'Two-Meetings'. Zhang Mingyu has evidences proving that Wang Lijun worked with criminals at the largest financial company in Chongqing to rob Zhang's company of assets with a net worth of $7 million USD.

Zhang Mingyu has pointed out that, Chongqing's fight the black campaign was able to be conducted so recklessly because Wang Lijun, Bo Xilai, and Weng Zhengjie have very powerful support behind them.
